Guidance on Energy Work in 2022

 

 2022 is an important year for entering the comprehensive construction of a modern socialist country and marching into a new journey towards the second centenary goal. It is a key year for the implementation of the "14th Five-Year Plan" and the goal of carbon peak. It is very important to do a good job in energy development and reform throughout the year. In order to thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council, and continuously promote the high-quality development of energy, these opinions are formulated.

General 1. requirements

(I) guiding ideology

(II) basic principles

Securing supply and enhancing reserves. Coordinate domestic and foreign energy resources, adapt to changes in the energy market, fully consider possible risks and extreme weather, appropriately advance the layout of energy infrastructure, increase reserves, maintain a reasonable margin, and resolve various risks and challenges affecting energy security.

Green development, steady carbon reduction. Adhere to stand first, overall planning, accelerate the development of non-fossil energy, consolidate the foundation for safe and reliable substitution of new energy, strengthen the clean and efficient use of fossil energy, promote the optimal combination of coal and new energy, and steadily promote the green and low-carbon development of energy.

Innovation leads, reform empowerment. Enhance the ability of energy science and technology innovation, pay close attention to green low-carbon technology research, and accelerate the digital and intelligent upgrading of the energy industry. Deepen the reform of the energy system and mechanism, accelerate the construction of the energy market, and improve the market supervision system. Actively cultivate new growth points and new kinetic energy.

Serving people's livelihood and sharing development. Adhere to the people-centered, accelerate the construction of energy and people's livelihood security projects, continue to optimize the business environment, vigorously improve the level of energy services, promote energy development results to benefit the people more and better, and provide a strong energy guarantee for the realization of the people's yearning for a better life.

Strengthen early warning and compact responsibility. Strengthen the monitoring and forecasting of energy supply and demand in various regions and risk prediction, make response plans, compact the territorial responsibility of local governments and the main responsibility of enterprises, and give full play to the supporting role of large enterprises in energy supply, especially state-owned enterprises. Take the lead in maintaining supply and stabilizing prices.

(III) main objectives

Enhancing supply security capabilities. The country's total energy production has reached about 4.41 billion tons of standard coal, crude oil production is about 0.2 billion tons, and natural gas production is about 214 billion cubic meters. To ensure an adequate supply of electricity, the installed power capacity will reach about 2.6 billion kilowatts, the power generation capacity will reach about 9.07 trillion kilowatt-hours, the new peak power generation capacity will be more than 80 million kilowatts, and the transmission capacity of "power transmission from west to east" will reach about 0.29 billion kilowatts.

Steadily promote structural transformation. The proportion of coal consumption has steadily declined, the proportion of non-fossil energy in total energy consumption has increased to about 17.3 per cent, the replacement of electricity by new electricity is about 180 billion kWh, and the proportion of wind power and photovoltaic power generation in the electricity consumption of the whole society has reached about 12.2 per cent.

Focus on improving quality efficiency. The energy intensity target is considered as a whole during the "14th Five-Year Plan" period, with appropriate flexibility. The average utilization hours of cross-regional transmission channels are in a reasonable range, and the utilization rate of wind power and photovoltaic power generation continues to maintain a reasonable level.

2. consolidate the foundation of energy supply guarantee

We should take ensuring the safe and stable supply of energy as the primary task, strive to enhance the domestic energy production and guarantee capacity, and firmly hold the energy rice bowl in our own hands.

Strengthen the coal coal power bottom-up support capacity. Coordinate resource succession and sustainable development of mining areas, and approve a number of high-quality advanced production capacity coal mines in an orderly manner. Accelerate the construction and commissioning of coal mines under construction, and promote the transformation of qualified emergency supply capacity into normal capacity. Take the demonstration coal mine as the lead, accelerate the intelligent construction and upgrading of coal mine. Deepen the coal mine safety transformation. Scientifically plan the construction of advanced coal-fired power units, arrange a certain scale of supporting power supply to ensure the safety of power supply and regulating power supply to promote the consumption of new energy, maintain a reasonable margin of installed capacity, and strictly implement the latest technical standards such as coal consumption for new projects. We will promote the implementation of supporting policies such as electricity prices, taxes and loans for coal-fired power enterprises, and encourage coal-fired power enterprises to transform into "power generation" comprehensive energy service enterprises and multi-energy complementary enterprises.

Continuously improve the intensity of oil and gas exploration and development. We will implement the 14th Five-Year Plan and the implementation plan for oil and gas exploration and development, compact the annual investment and workload in exploration and development, speed up the development and application of advanced oil and gas exploration technologies, consolidate the good momentum of increasing reserves and production, and resolutely achieve the set goals of returning crude oil production to 0.2 billion tons in 2022 and continuously increasing natural gas production steadily. Actively do a good job in the Sichuan Basin shale gas field stable production increase, promote shale oil as soon as possible to achieve large-scale benefit development. Focusing on the coalbed methane industrial base in the eastern margin of Qinshui Basin and Ordos Basin, we will speed up the exploration of coalbed methane resources and the construction of production capacity, and promote the comprehensive exploration and development of multi-gas in coal-bearing strata. Steadily promote the construction of coal-to-oil and gas strategic bases.

Actively promote the planning and construction of transmission channels. Combining with the planning and development of large-scale wind power photovoltaic bases focusing on deserts, Gobi, deserts and other areas and the development of power supply and demand, we will actively promote the preliminary work of cross-provincial and cross-regional transmission channels that have been clearly planned. After the conditions are met, we will promptly complete the approval procedures. Speed up the construction of Nanyang ~ Jingmen ~ Changsha, Zhumadian ~ Wuhan, Jingmen ~ Wuhan, Baihetan ~ Jiangsu, Baihetan ~ Zhejiang and other UHV channels. We will promote the construction of power grids and power supply projects supporting key transmission channels, and strive to improve the utilization efficiency of transmission channels and the proportion of renewable energy.

3. accelerates energy green and low-carbon transition

Adhere to stand first, in-depth implementation of carbon peak, carbon neutral target requirements, in-depth implementation of the "14th Five-Year Plan for Renewable Energy Development", vigorously develop non-fossil energy, focus on cultivating new energy industries and new models, and continue to optimize energy structure.

Vigorously develop wind power photovoltaic. Intensify efforts to plan and build a new energy supply and consumption system based on large-scale scenery bases, supported by clean, efficient, advanced and energy-saving coal power around it, and supported by stable, safe and reliable UHV transmission and transformation lines. Optimize the layout of offshore wind power, carry out far-reaching sea wind power construction demonstration, and steadily promote the construction of offshore wind power base. Actively promote the water scenery complementary base construction. Continue to implement the entire county roof distributed photovoltaic development and construction, strengthen the implementation of supervision. According to local conditions, organize and carry out "thousands of villages and villages to control the wind action" and "thousands of households to bathe light action". Make full use of oil and gas mining areas, industrial and mining areas, industrial parks, land, roof resources to develop distributed wind power, photovoltaic. Improve the renewable energy power consumption guarantee mechanism, issue the 2022 provincial consumption responsibility weight, improve the renewable energy power generation green power certificate system.

Promote the construction of major hydropower and nuclear power projects in an orderly manner. We will promote the preliminary work of hydropower development in the lower reaches of the Yarlung Zangbo River, complete and put into operation all units of Baihetan and Lianghekou hydropower stations, accelerate the construction of Mengdigou and Yangqu hydropower stations on the Yalong River, and promote the approval of Xulong hydropower station, with the installed capacity of hydropower reaching 0.41 billion kilowatts. Nuclear power units such as Fuqing No. 6, Hongyanhe No. 6, Fangchenggang No. 3 and high-temperature gas-cooled reactor demonstration projects have been completed and put into operation. Under the premise of ensuring safety, we will actively and orderly promote the approval of new coastal nuclear power projects.

Actively develop new energy industries and new models. Accelerate the construction of "Internet" charging facilities and optimize the layout of the charging network. Organize the implementation of the Pilot Program for Central Heating and Comprehensive Utilization of Nuclear Energy and promote the comprehensive utilization of nuclear energy. Carry out demonstration of hydrogen production from renewable energy according to local conditions, and explore the development route and commercial application path of hydrogen energy technology. Carry out geothermal power generation demonstration, support medium and high temperature geothermal power generation and dry hot rock power generation, and actively explore photothermal power generation demonstration as a supporting and regulating power source. Accelerate the promotion of cellulose and other non-food biofuel ethanol industry demonstration. We will steadily promote the diversified development and utilization of biomass energy. Vigorously develop integrated energy services, promote energy conservation and efficiency, reduce cost and reduce carbon.

4. Enhance Energy Supply Chain Resilience and Resilience

Adhere to bottom-line thinking and problem-oriented, strengthen energy storage and transportation, regulation and demand-side response capabilities, and effectively ensure stable energy supply.

Strengthen energy storage and transportation capacity. We will promote the construction of major pipeline network projects such as the southern section of the Sino-Russian East Line, the middle section of the West Third Line, the West Fourth Line, the Second Line of Sichuan-East Gas Transmission, and the Longkou LNG-Wen 23 Gas Storage, speed up the construction of pipeline bottleneck interconnection and inter-provincial connectivity channels, strengthen the protection of oil and gas pipelines, and consolidate the safe and stable operation level of cross-border oil and gas import channels. Speed up the coastal LNG receiving station and gas storage facilities, north China, northwest and other 10 billion square underground gas storage capacity expansion and other projects. Strengthen coal production capacity reserves, and build a number of coal reserve bases in coal consumption distribution centers, railway transportation hubs and key ports.

Accelerate the construction of power system regulation capacity. Speed up the construction of leading reservoirs, improve the storage capacity of the river basin, and alleviate the problem of power shortage in some areas during the dry season and the lack of peak capacity during the flood season. We will promote the formulation of medium-and long-term planning and implementation plans for pumped storage in various provinces and the work plan for the approval of the 14th five-year Plan project, and speed up the construction of a number of pumped storage power stations. On the premise of ensuring stable power supply and meeting power demand, actively promote the "three-change linkage" of energy-saving and consumption-reducing transformation, heating transformation and flexibility transformation of coal-fired power units ". Implement the "14th Five-Year Plan" new energy storage development implementation plan, track and evaluate the first batch of scientific and technological innovation (energy storage) pilot demonstration projects, implement pilot demonstrations around different technologies, application scenarios and key areas, and study the establishment of large-scale wind power photovoltaic base supporting energy storage construction operation mechanism. Solidly promote the construction of solar thermal power generation projects in large wind power photovoltaic bases in desert, Gobi and desert areas.

Improve energy demand side response capacity. Improve time-sharing electricity prices, peak and valley electricity prices, support the diversified development of user-side energy storage, fully tap the demand-side potential, guide power users to participate in virtual power plants, peak filling, demand response. Further optimize the orderly use of electricity and natural gas "pressure non-protection" management measures, strengthen the management of interruptible load, sort out business processes and standards, accurate implementation of energy management. Optimize and improve the main grid frame of the power grid, lay out grid-side energy storage at key nodes, improve the level of power complementarity between provinces, and encourage users to invest in the construction of smart microgrids based on new energy consumption. Overall consideration and comprehensive utilization of the adjustment capacity of various types of main body of source network storage, planning and construction of a batch of source network storage integration and multi-energy complementary projects.

5. upgrade the modernization level of energy industry

We will step up efforts to tackle key problems in energy technology and equipment and core components, actively promote the digital and intelligent upgrading of the energy system, and enhance the modernization level of the energy industry chain.

Strengthen energy science and technology research. Accelerate the implementation of the 14th Five-Year Plan for Scientific and Technological Innovation in the Energy Sector. We will continue to do a good job in major nuclear power science and technology projects and the Action Plan for the Promotion of Nuclear Power Technology, and accelerate the development and demonstration of small reactor technology. We will implement a number of major technological innovation projects in the way of "unveiling the list", consolidate the advantages of technology and equipment for the clean and efficient utilization of renewable energy and coal, and accelerate the breakthrough of a number of key technologies of new power systems. Continue to promote energy short-board technology and equipment, focusing on gas turbines, oil and gas, ultra-high voltage transmission, control systems and chips and other key areas of technology. Promote the construction of far-reaching offshore wind power technology innovation and demonstration projects, and explore the mode of centralized transmission and centralized operation and maintenance. Accelerate new energy storage, hydrogen energy and other low-carbon zero-carbon negative carbon major key technology research.

Accelerate the digital upgrade of energy systems. Actively carry out intelligent upgrading of equipment, facilities and technological processes in coal mines, oil and gas fields, pipe networks, power grids, power plants and other fields. Promote the coordinated development of distributed energy, micro-grid, multi-energy complementary and other smart energy and smart cities and parks. Strengthen the promotion and application of new technologies such as Beidou system, 5G, national secret algorithm and "Internet security supervision" intelligent technology in the energy field. Adapt to the development of digital, automated and networked energy infrastructure, build an intelligent scheduling system, and realize source-network-load interaction, multi-energy synergy and complementary and intelligent regulation of energy demand. Implementation of the "blockchain energy" innovative application pilot.

Promote the improvement of energy innovation support system. We will carry out an action plan to upgrade the carbon peak and carbon neutral standards in the energy sector, and accelerate the construction of a carbon peak and carbon neutral standard system in the energy sector. A number of innovation platforms have been added around six key areas, including new power systems, new energy storage, hydrogen energy and fuel cells, carbon capture, utilization and storage, digital and intelligent energy systems, and energy system security. We will carry out the optimization and rectification of the innovation platform and actively undertake the task of national energy science and technology innovation. Carry out the evaluation of the first set of technical equipment in the energy field in 2022 and promote demonstration applications. Improve the policies and measures to promote the innovation and demonstration application of energy technology and equipment relying on the project.

6. to improve energy services

We will continue to optimize the business environment, make overall arrangements for the supply of coal, electricity, oil and gas transportation, increase the guarantee of energy use for people's livelihood, and constantly improve the energy use level of the whole society.

Continue to deepen the reform of "letting go. Promote the energy sector license notification commitment system, promote the "license separation" reform full coverage. We will comprehensively improve the service level of "access to electricity" and vigorously promote the "three zeros" service for residential users and users of small and micro enterprises of 160kW and below and the "three provinces" service for high-voltage users. Promulgated the "Electric Power Reliability Management Measures (Interim)" to promote the in-depth extension of reliability work to planning and construction, equipment manufacturing, operation and maintenance. Optimize enterprise-related services, break through congestion points, and create a good environment for the development of new industries, new formats and new models such as distributed power generation nearby transactions, microgrids, and integrated energy services.

Focus on improving energy conditions. Continue to implement the rural power grid consolidation and upgrading project, improve the level of rural power supply security. Give full play to the role of renewable energy heating, continue to promote clean heating in the northern region, do a good job of clean heating special supervision. Introduce guidance to promote electric energy substitution and expand the depth and breadth of electric energy substitution. We will further promote the national special action to upgrade the quality of refined oil products to ensure the full supply of national six B standard motor gasoline on January 1, 2023. Improve the intelligent level of urban power grid to meet the flexible access of distributed power supply local consumption and electric vehicle charging facilities, new energy storage and other diversified loads.

7. to enhance energy governance capacity

Strengthen the role of legislation, planning, reform and supervision, strengthen the monitoring and forecasting of the energy situation, continuously improve the energy governance system, and enhance the efficiency of energy governance.

Strengthen energy situation analysis and demand forecasting. We will promote the construction of an energy supply and demand analysis system, strengthen the study and judgment of potential problems of emerging tendencies, and improve the mechanism for reporting energy data and information. Organize provinces and regions to carry out monthly and quarterly energy demand forecasts on a rolling basis. In areas where there may be temporal and regional supply and demand tensions, it is necessary to plan countermeasures in advance in terms of resource implementation, infrastructure layout, and new production capacity to ensure stable energy supply and prevent markets Supply and price ups and downs.

Increase energy regulation. Deepen the supervision of natural monopoly links such as power grids and oil and gas pipeline networks, increase the supervision of fair and open, dispatch transactions, price costs, contract performance, power grid purchasing, etc., and strengthen the supervision of coal inventory, unplanned downtime, blocked unit output, and orderly electricity consumption. Strengthen energy administrative law enforcement, improve the supervision and law enforcement system, and seriously investigate and deal with the "three designations" of user power projects and illegal power supply to virtual currency "mining" projects. Give full play to the role of the 12398 energy supervision hotline, unblock the Internet and other new channels for complaints and reports, and promptly study and solve outstanding problems reported by the people.

Strengthen power safety control. Implement the "four safety" governance concept, build a scientific and quantitative supervision and management index system, pilot the standardization of power safety production, promote the research and application of new safety technologies, carry out the construction of safety culture, and build a safety audit work mechanism and training system. Deepen the "Quarterly Weekly" power safety risk classification control and hidden danger investigation and management listing supervision and notification mechanism, promote the safety risk assessment of major energy infrastructure, strengthen the safety risk control of DC systems and important transmission channels, carry out construction safety of key projects under construction and safety supervision of new energy power generation projects, and strengthen the investigation and management of hidden dangers of hydropower dams. We will promote the construction of electric power emergency command center, situational awareness platform and network security shooting range, organize the supervision and inspection of the safety protection of key information infrastructure, and promote emergency drills for large-scale power outages. Refine and improve the power supply plan for major events to ensure the safety of electricity for major events such as the Party's 20th National Congress.

Accelerate the implementation of energy legislation and planning. We will promote the formulation of the Energy Law and the revision of the Electricity Law, the Renewable Energy Law, the Coal Law and the Petroleum Reserve Regulations. Do a good job in the implementation of the "14th Five-Year Plan for Modern Energy System" and various sub-field plans, and implement the "Implementation Plan for Promoting Energy Green and Low-Carbon Transformation to Do a Good Job in Carbon Peak Work" and "About Improving Energy Green and Low-Carbon Transformation Systems and Mechanisms" Opinions on Policy Measures "clear tasks and measures. Deepen market-oriented reforms in key areas. Promote the construction of a unified national power market system, and do a good job in the construction of regional power markets in the south, the Yangtze River Delta, and Beijing-Tianjin-Hebei. Improve the market system that organically links medium-and long-term transactions, in stock transactions and ancillary service transactions, and promote the transfer of qualified power in stock pilots to long-term operation. Actively promote direct transactions between distributed power generation and users nearby. Improve the power dispatch trading mechanism and promote the fair opening of power grids and oil and gas pipeline network facilities. Support and guide the provincial pipeline network to integrate into the national pipeline network in a market-oriented way, actively promote the construction and interconnection of oil and gas trunk pipelines, promote the separation of transportation and sales of provincial pipeline network operators, and encourage users to choose their own gas supply routes and gas supply subjects.

8. further promotes international cooperation on high-quality energy

With the goal of high standards, sustainability and people's livelihood, we will consolidate the foundation of energy cooperation, expand the space for energy cooperation, consolidate the risk prevention and control network, and strive to achieve a higher level of cooperation, higher input returns, higher supply quality and higher development resilience.

We will promote practical energy cooperation in a down-to-earth manner. Strengthen energy and resources cooperation with relevant countries on the premise of effectively preventing foreign investment risks. We strongly support the green and low-carbon development of energy in developing countries. We will consolidate and deepen cooperation and trade in the field of traditional energy, pragmatically promote overseas cooperation in the field of nuclear power, build and operate overseas energy cooperation projects, and deepen power interconnection in neighboring areas. Strengthen exchanges and cooperation with other countries in green energy and smart energy. A number of green energy cooperation demonstration projects have been built to make green the background color of the "Belt and Road.

Deepen international exchanges and cooperation. Adhere to the principle of extensive consultation, joint contribution and sharing, promote the concept of openness, green, and integrity, and create a green and inclusive "Belt and Road" energy partnership. Strengthen exchanges and cooperation with international energy organizations. Actively contribute to the formulation of international rules and standards, and promote the establishment of a fair and reasonable global energy governance system with win-win cooperation.

Strengthen risk management and control of overseas projects. Implement the risk prevention and control system, compact the main responsibility of the enterprise and the management responsibility of the competent department. Coordinate the promotion of epidemic prevention and control and international cooperation in energy, and make every effort to ensure the safety of relevant assets and personnel abroad. Standardize the overseas operations of various enterprises, put an end to vicious competition, and safeguard national interests and image.

The energy authorities of all provinces (autonomous regions and municipalities), the agencies of the National Energy Administration, and relevant energy companies shall, in accordance with this guidance, take effective and effective measures in accordance with the actual conditions of the region and enterprises, and make every effort to implement various tasks to ensure energy Security and stable supply, promote low-carbon energy transformation and high-quality development, and provide stable and reliable energy guarantee for the comprehensive construction of a modern socialist country.
